I saw the same on a pass this morning here in the eastern US at about 13:20 UTC. Seemed to toggle a couple of times back and forth during the pass.

on the 1510utc pass over the UK today there was an abrupt frequency change 
of about 4Khz upwards this was at approx 1515utc ,I had noticed this effect 
the other day but did not get a chance to check this out untill now.
