The names that are associated with satellite Keplerian elements depend
on where you get the elements from. If everyone got them from the same
source, then the names would be consistent, but that isn't the case.
Some "Keps" say Oscar-40 or OSCAR-40 or OSCAR 40, some say AO-40. The
only thing that is consistent is the satellite catalog number, and even
those can be mis-assigned (especially shortly after launch if there are
multiple payloads).
