[amsat-bb] PCsat NODIGI set

PCsat got overloaded over the weekend and reset.  We tried several times
over the weekend to recover, but so far, no luck.

Today, on an optimum pass at 1415z Tuesday, I was able to turn everything
off including digipeat as a last ditch effort to see if we can recover
her.  I set her callsign to NODIGI so you will know why she is mostly
silent.

Best way to use PCsat without fear of damaging her is to use the UNPROTO
APRS VIA WIDE.  That way, if she can support general digipeating, we will
re-establish the WIDE alias.  If she cannot support it, then  we will
not activate WIDE and you are doing no damage.

And of course, dont send any packets to PCsat in the dark.
