RE: [amsat-bb] AO40rcv FEC version

I haven't done comparisons of the AO40RCV versions, but I have found that at
times StaRCV will often, but not always, outperform RO40RCV on standard
blocks when the squint angle is poor.  The same for the DSP-2232 feeding
P3T.  At times where they are not yet running FEC, I run the two in
parallel, and send both to Paul.
