Norm,

I have had great success by setting my "to" parameter as RS0ISS-11, and
leaving the "via" parameter empty.

The resulting downlinked packet appears as "RS0ISS, RS0ISS-1*,SGATE-11"

While this may seem odd, it most certainly works. I have tried various other
combinations without any luck.

I used 145.800 MHz for both send & received (with Doppler correction, of
course)
