Oh boy...bootleg TLE's now....static sats can be projected for a long time
and peaked occasionally...the ones that move around have users that need to be
advised of new locations....
Hams are pretty resourceful when it comes to solving problems..look at SO-45
and AO-07...those were "found" , identified and restarted in a minuscule
amount of time..
With the big RF "Curtain" the US maintains, interested parties would quickly
resolve the "confirmation" of passes and paths to usable KEPs, the question
would become, would the posting of these "extracted" KEPs along with "acquired"
KEP's become illegal?
I think the "owners" of the sats will determine what is in the "public
domain" (for want of a better phrase)... as for ISS, we can always just "Look up in
the sky" to confirm it's orbit....
