Jim -
NOVA computes the orbit number from the TLE (i.e., rev number at epoch is
provided in the TLE). When I was working with NORAD/Space Command to help
them anticipate AO-40 thruster firings, the Command Stations indicated a rev
number count discrepency, which I believe I had NORAD correct at the time.
However, the person I was working with at NORAD indicated that rev number is
relatively unimportant to them and that there current computer system
sometimes develops miscounts, particularly with high eccentricity orbits.
She therefore could not promise that they would not get out of sync in the
future.
