I am curious - is there a place where this matter *specifically* is being
discussed? Yes, AMSAT-BB is fine, but there is a lot of traffic here and to
be frank I doubt most people read everything that gets posted (I know I
don't). Is there a specialized discussion board (web forum, mailing list,
whatever) for people who for one reason or another are enthusiastic about the
prospect of a lunar-based amateur transponder?

Just like Piero, and as he says probably a lot of others, I lack formal
education in the area - what I do have is enthusiasm, and a willingness to
learn (that's why I got my license in the first place). And I think it would
be a shame to let go of peoples' enthusiasm just because others are
enthusiastic about other matters.
