[amsat-bb] IPS for Linux/Unix available

A Linux/Unix package for running IPS is now available at

   http://wwwhome.cs.utwente.nl/~ptdeboer/ham/ips/

(Actually, it was finished several months ago, but I somehow never
announced it.)
