Yes, you bet - satellites definitely fall under ITAR.  That further
increases the complexity of the problem and AMSAT has not yet been granted
the limited exemption that has been given to the Universities.

I would guess satellites fall under ITAR ("International Traffic in Arms
Regulations") - anyone know for sure?
