[amsat-bb] SO50 control operators

Hi All
there have been a number of comments on the BB recently about SO50 not being 
switched on by control operators,can everybody please bear in mind that 
these people may have to be at work,be on holiday,have family commitments , 
more pressing engagements or just simply forgot.
So all I can say is that if the sat is not switched on at your AOS keep 
listening it may switch on later into the orbit.
