Yes UPW is the only Manchester capable software I'm aware of.  Check first
to see if AO-16 is in "Digipeater Mode" and not "WOD Mode" by monitoring the
telemetry.

Question answered before I could ask it, UPW is the uplink software of
choice for Manchester FSK?

Been decoding ao-16 for a long time now, just haven't figured out how to
uplink.
