[amsat-bb] MA offset in NOVA

I noticed a problem this evening just after working A71AW (yay!). The 
passband shut down (according to NOVA 2.1v) at 217 rather than the posted 
schedule of 230. I'm assuming that It's a problem on my end, but what could 
cause this problem? I have the latest keps, is there something that I'm 
missing or not configuring properly?
