Hi Bob,
  FM can be good clean copy at  10db under the beacon, and even lower if you 
want a little more hiss... it will take up more bandwidth without a doubt...

but as far as being a HOG it would be no worse than the HOGS that run CW PSK   
SSTV or HELL at beacon level which has been debated here many times and 
continues none the less
