Cliff:

I know OIG probably posts more up to date TLE's more frequently from NORAD,
but besides that is there some other difference between Celestrak's TLE's
and other TLE's that makes them "listen only"?

The Celestrak set for CUBESAT's all seem to work well.  Those two TLE's
are especially good for hams who want to listen only.  Cliff K7RR
