Great idea Bob; hows this for net control?:

The up-link receiver could be a "slow frequency hopper" timed to GPS,
net control would periodically program the hopping sequence and issue
the "code" to registered AMSAT members via public forum (satisfying FCC
rules). A user with a palm device equipped with GPS receiver and loaded
with an appropriate simple algorithm, loading the frequencies via the
CIV or CAT  port of his/her transceiver could uplink in sync with the
receiver in the bird.
