A sampled survey will not tell the facts. a complete survey of ALL members
is needed, I know that you will not get a complete return in the issued
survey, but if you only took a sampled survey you may be sampling those who
have no involvment in satellite communications or could care less as how
AMSAT is ran or the direction it is going.

A survey is more than a tool it is a fact finding mission that will allow
the BOD's to make the right plans.

Why would you only want to know what a small % wants instead of what the
majority wants.

| sampled survey the membership, but that survey will be intended to
| develop a "Fact-Set" which will tell us the demographic profile of our
| membership and their factual involvement, operational capabilities, age,
| sex, educational background and the like. In addition we would develop
| questions to build an "Opinion-Set" which has more to do with their
| views on possible scenarios. This survey would be done on a pure
| statistical sample basis, no open voting.

| The results would give the Board a good overall view of just what the
| demographics of our constituency are and what options could best serve
| that constituency. It is JUST A PLANNING TOOL, no more, no less..
|
| The Board then has to deal with the hard facts and determine the proper
| way to proceed on many different Policy issues. That same data provides
| guidance to the Operating Officers in their day to day operation of
| AMSAT. Don't forget that any survey is a frozen moment in time, and
| things change.

| Hopefully we will gain additional insight into the proper way to take
| AMSAT forward into the coming years.

| In all fairness, that's not a fair statement at all.

| We elect people to look into all the relevant issues with their minutiae

| and try to figure what courses of action will be in the best interests
| of
| our organization.

| The job is NOT an easy one.  Just ask anyone who has been a Director or
| Officer.

| First of all, solutions to problems are not always obvious.  Many
| interests
| compete for limited and changing resources.
|
| Then, lots of folks with far less information and without as much
| thought
| will second guess well considered decisions.
|
| Needless to say, all the second guessing is frustrating as hell for
| those
| with responsibility trying to do a good job; even more so when much good
|
| information is available and published Board deliberations remain
| unread.
