I think you'll want to add a control link to shut it off, and a baseband
output to allow for a secondary control channel.
It seems that building a transponder would be a great undergraduate senior
design project. Even as a standalone system to test on the ground should
keep a group of students busy for a while. Or is the technolgy too old
and not sexy?
'Course they'd need resources, specifications, and funding.
