[amsat-bb] leap seconds

Interesting stuff.  I have XM satelite radio in the truck
and a GPS and I have noted that the time hack from
BBC world service is exactly 13 seconds behind GPS
time.  I figured it was some sort of broadcast time delay
for technical or legal reasons.
