Sure it's economical if you've comprimised hundreds/thousands of "zombie"
machines and are using them to do the attempted deliveries.  You might be
really surprised at the sort of stuff that's going on out there.  Dictionary
attacks against SMTP servers to find mailboxes have been going on for a
long time now.
