Just what do you find objectionable about that document ?  It explains the 
legal
requirements pretty clearly, in an easy to understand format.

You don't seem to understand that there are a lot of people out there who want
to orbit a satellite and that their 'agenda' has nothing to do with Amateur 
Radio.
If you freely give away pieces of the amateur spectrum for them to use 
'just because
it's cheap',  pretty soon you have no spectrum to use for Amateur Radio and 
you
have no excuse when they want to take it permanently ' because the Hams didn't
seem to need it'.

This has nothing to do with 'making enemies', it has everything to do with 
using the
amateur spectrum for Amateur Radio and nothing else.
