[amsat-bb] Keplerian Element for Rockot Launch - Rev 3

Folks,
An update to the keps was made a short while ago, and several new objects
have been added.
Here are the current elements:

Please note that the fact that there are only six objects does not mean 2
did not deploy...
It takes a while to figure out who is who and where, and it can get messy
with 8 payloads out of which 6 are less than 2kg...
