I recently learned that the IARU Amateur Satellite documents were
moved from the Region 1 site to the IARU main site. Perhaps what
you are looking for can be found below?
The Advisory Panel supporting the IARU Amateur Satellite Advisor has
developed a comprehensive guide for groups planning and building
satellites that will operate on Amateur frequencies.
