I recently learned that the IARU Amateur Satellite documents were
moved from the Region 1 site to the IARU main site. Perhaps what
you are looking for can be found below?

The Advisory Panel supporting the IARU Amateur Satellite Advisor has
developed a comprehensive guide for groups planning and building
satellites that will operate on Amateur frequencies.

AMSAT's FAQ for Universities interested in using Amateur Satellite
Service frequencies is on-line at:
http://www.amsat.org/amsat/intro/using-ham-freqs.html

I am working on including printable versions in the AMSAT Journal
to ensure we have adequate web and paper coverage.
