I don't think you can quite make the jump from LEILA triggering on a pulse
to AGC activity. You really need to know the transmitted signal
characteristics and how they compare with the AGC time constants.
Information on AO-40's AGC and ALC circuits is something that I haven't
found much information for yet. Another key piece in the puzzle would be
the filter bandwidth of the U-rx.
You might also want to look at the data. It does not happen every orbit and
from the orbits I've looked at so far doesn't match up with known PAVE-PAWS
sites on a consistent basis. Another very interesting thing in the data is
the AGC peaks that happen around perigee when AO-40's antennas are pointed
out to space.
