[amsat-bb] Who is wasting uplink power?

Hello all,
I receive and save AO-40 telemetry with AO40Rcv regularly. When watching
the status screen (F2) today I noticed substantial values on U-RX AGC.
I know that the rx is switched on, but who is transmitting when the
transponder is switched off?

Some values of today:

block 696  13.8
block 710  14.7
position of the sat was lon -5 lat -2 at 11:57 UTC

block 1216  9.2  )
position of the sat was lon -50 lat 0 at 15:54 UTC
