[amsat-bb] LO-19

Today I head LO-19's BPSK downlink - it was sporadic and not decodable. I
checked LO-19's CW beacon and it was rock solid as always. This is the
first time I've heard PSK on LO-19 - I hear it all the time on AO-16 and
IO-26.

Has anyone ever head LO-19's PSK sound like this?

Does anyone have control of LO-19?
