FO-20 shutdown observed

>From DM43, FO-20 shutdown 2017Z during orbital window 2003-2027Z. Good to excellent signals during that operational period. Two stations heard mentioning audio "fuzzy" or an intermittant "desense" sounding condition, maybe related to near-end of voltage regulation, within two minutes of shutdown.
