UO-14 is permanently on. If it's not on for some reason, transmitting to it will not turn it on and it will require command station intervention to reactivate it.

Unlike AO-27, the UO-14 carrier is not automatically turned on when the
satellite is operational. If it's not on when over your QTH, you can turn
it on by transmitting. It's carrier-access, not PL.
