Hi Scott,
   I agree with your statements but keep in mind saying I'm running xx watts doesnt mean much... 
too many variables, 200 feet of rg-58??  5/8 groundplane???  its all about eirp...
the real question is were they beacon level or below?? if 10 db below who cares how much power
they run...

on L band at greater than 20 squint I can run 80 watts and be 2 s units (6db in my case) above the xpondr noise floor
and still be 12 db under the beacon...
