On SO-49/SAFIR-M you could use a 1200 baud hardware packet modem for the
uplink and use a software program like MixW to decode the 9600 baud
downlink - MixW will do 9600 G3RUH/PSK.

AO-16 you can use two software programs - MixW for the 1200 BPSK downlink
and UPW for the uplink.
