Hi!!
The latest edition of the IARU amateur satellite background paper is now on
line as an IARU document in PDF and Word formats. See:

You'll find an easily read primer for world radio frequency management with
links to the 4U1ITU amateur radio lookup page and other useful
references. Also included is a step-by-step checklist to use when planning
a new satellite.
AMSAT® recently prepared a university Q&A paper. The internationalized
version is now on line at:
