Although it is common on amateur equipment, many other types of equipment
do not not have chassis ground directly connected to the negative terminal.

As an example, IEC 60945 for shipboard radio equipment requires that a 
"means should be provided for earthing exposed metallic parts of the
equipment but this should not cause any terminal of the source of
electrical energy to be earthed".

This requirement is often a 'gotcha' for makers of recreational boating
equipment that want to move up to the maritime commercial market.
