AO-40 AGC

Here is what I observed tonight (and many others):
Squint = 21 deg
MA = 71
Noise < S1
MB = S7
Only one CW station on at S3, tuned the entire pass band
Many spurious signals sounding like wide FM at S3
Telem Rx-U AGC = 12 to 14 dB
Leila not visible on my spectrum analyzer.
Asia just coming into view
I've seen similar conditions many times before on Pacific passes.
I guess my question is why 12 to 14 dB AGC under these conditions?
