[amsat-bb] Updated solar pseudo-keps

The first set of solar pseudo-keps that I sent had a checksum error in 
line1.  I've corrected this, updated the epoch time, and also tweaked 
several of the values closer to reality.  I cannot promise that these will 
work with your software, but if they don't it's not an inherent problem 
with the keps.  The extremely low mean motion may be more than some 
routines can handle or they may be failing some software "reasonableness" 
checks.  For example these keps give perfect Azimuth and Elevation for your 
QTH with WISP, but the graphic program crashes.  They work fine with my 
software, including the graphic display.
