[amsat-bb] RUBIN-2 telemetry

I captured a large number of frames tonight at ~2235 UTC - below is a small
sample and the whole capture is at
http://kd4app.webhop.org/amsat/rubin2-1Jan2003.txt - I have not had time to do
any analysis but offer these to the AMSAT community. They were captured on a
PK-96 TNC with "trace on".
