Its not really "the people" or their skills. The PSK-31 kit is a xtal
controlled fixed tuned circuit. You can't just switch crystals between
28.1 and 29.4 without re-tweaking the tuning coils. The willingness to do
that kind of 10 minute operation with the lid off just to QSY for a 8
minute satellite pass is not really a question of license class, but of
good ergonomic engineering....
But the latest idea of rubbering the crystal with a switch between
terrestrial operation on 28.120 and Satellite uplink on 28.124 would work
and would not require re-tuning...
