That's not available globally, you'd get QRM'd off by various TV stations in
some parts of the world. Even in ZL, you would suffer QRM from VK channel 0
stations if the uplink was below 52 MHz.
Similar issue over here, no matter what you do on 10m, the uplink would only
be available to the higher licence classes, because they're the only ones
permitted to use PSK-31 on the band. If it was a FM voice uplink, Limiteds
could use the 29 MHz segment to get in. If it was SSB/CW, Novices could use
28.1 - 28.6 MHz, but not PSK-31. I think for a number of reasons, the 10m
band is the place to put the uplink. Also helps ease the authorities' minds
over the "privilege escalation" issues that keep cropping up on this side of
the pond that IRLP and the like have brought to the fore...
