PSK31 Satellite Uplink on 10m (NO! to Novice/Tech+)
I received this comment privately, but I will echo it here
in case anyone else missunderstands the issues here...

I will specifically say NO !!!!
There seems to be some confusion here?
1) First of all, the Novice, TECH+ licensees in the
28.1 to 28.3 band have passed a code test and are
not 'no-coders'.
2) I am not aware of any FCC action to 'prevent'
Novice/Tech+ from operating satellites other than
the fact that so far there has never been a
satellite built with an uplink in the Novice/Tech
sub band.
TECH+'s are currently deemed worthy by the FCC to
operate all other Amateur Satellites, so I see no
reason why we should be working so hard to exclude
them from this new experimental satellite idea..
