I can only guess that is may be an X-band satellite LNB (low-noise
Block-downconvertor) for TV. That would mean that 9.8 would convert to
1000 MHz and 10.5 to 1700 MHz. It might be useful for ham radio on 10,368
MHz which would come at 1568 MHz IF (not the most convenient freq., though
DEM makes convertors for 1500/144). If you are a microwave experimentor
you might try modifying the LO to 10.224 GHz so the IF would be 144, or
9.936 GHz for a 432 IF. Most likely that would require modifying the IF
circuitry to lower the frequency, or to bypass the IF circuits. Sounds
like some work...and no, I do not know how to proceed.
