I guess I dont follow your point. We have Novice and Tech+ licensees
that can operate in 28.1 to 28.3 already. How can designing a satellite
that they can use, be a lowering of standards? And maybe I missed
something, but I didnt think we have any license class that has code-free
HF privliges. And all Novice and Tech+ have passed a code test...
?
