Bob, I've done a bit of research on the VK band plan. 28.2-28.3 will be a
BAD move for the bird here, that's the beacon segment.
Note that licence class boundaries are NOT an issue for VK, as only full
call and intermediate licencees are allowed to transmit PSK-31 anywhere on
10m. Novices are limited to CW/SSB (and maybe packet) between 28.1 and 28.6
MHz and Limiteds are FM only above 29 MHz.

> 28.100 to 28.300 CW/digital Noivce, Technician+, general and above
> 28.300 to 29.300 mostly all modes Generals and above only
> 29.300 to 29.510 Satellite downlinks
> 29.510 to 29.700 Mostly FM.
For comparison, this is the VK bandplan (or the relevant bits - I left out
the sat/FM segments). PSK-31 definitely fits into the CW/narrowband
segment, so looks like 28.050-28.150 is the best segment on this side of the
world...
28.000 - 28.200 CW AND DIGITAL MODES (Note 2)
28.000 - 28.050 CW only
28.050 - 28.150 Digital Modes
28.150 - 28.200 CW only
28.190 - 28.200 IBP Beacons (Note 3)
28.200 - 28.300 Continuous Duty Beacons (Note 3)
28.300 - 29.100 CW/SSB/AM
Note 2: Modes
"Digital Modes" includes all modes such as RTTY, packet and Amtor, using FSK
or PSK and with bandwidths up to
1.12 kHz. The SSB segment can also be used for image transmission modes such
as SSTV or Fax, using bandwidths up
to 4 kHz. On 10 metres, the recommended segment for AM is 29.0 - 29.1 MHz.
Note 3: Beacons
The beacon segments should be kept clear of all other transmissions.
