AMSAT and PSK-31 Enthusiasts:
This is a proposal to allocate 3KHz in the Novice/Tech+ CW portion of the
10m band for a future PSK-31 Satellite UPLINK. Since this type of
satellite operation is not currently covered in the ARRL band plans I am
laying this on the table for discussion prior to submitting a formal
frequency coordination request.

Just to have a target frequency, I would suggest that the existing narrow
28.120 to 28.123 MHz PSK-31 area of activty be included in the uplink. As
an uplink, it has NO impact on the present users of the band, other than
possibly inviting additional activity.
The Satellite simply listens to that uplink with an SSB receiver and
then sends the recoverd audio (with all PSK-31 users in it) down on a
normal 2m or 70cm FM downlink that can be heard on any FM rig or
scanner... Because of the FM donwlink, there is no additional Doppler
added to the signals and only the 10m uplink Doppler (averaging 1 Hz per
second) is involved. But since each user viewing the downlink can see
exactly where his signal is relative to everyone else *as seen by the
satellite*, doppler tracking is trivial..
Since this satellite will probably be launched in the LOW sunspot cycle, I
think this is a reasonable use of that band. It should be noted, that
Small Wonder Labs produces a crystal controlled PSK-31 Transceiver kit for
under $90 that any Novice or Tech+ operator could use to get on the
satellite... This rig is crystaled up on 28.120 MHz...
If anyone sees any problems with this proposal, let me know before I
formally submit it through AMSAT to the IARU Satellite Frequency
Coordinator.
