[amsat-bb] PCsat is BACK!

I have 450 emails to plow through, but I just got back from travel and
notice that PCsat is in positive power budget and not resetting in
eclipse!  This will last for a good two weeks, so PCsat is FULLY
operational.  More later as I dig out from under all this backlog and get
caught up

Feel free to use it normally, and remember if you can think of a way to
use the 144.39 downlink over north america, let us know...
