Mal,

That voltage should be fine if it is indeed getting to the unit.  One thing
to check is to put a ma meter in series and make certain you really have a
good DC connection.  I have seen flaky connections which check ok with no
load, but fail under even a modest load.  You should see a draw of
approximately 165 ma.
