Basically, YES.
Someone must be feeding Goddard with the telm stream. During most US passes
one or more stations feed. The server looks for good blocks and selects that
for re-transmission to P3 client users. If there are no good blocks
submitted, the server will feed an incomplete block, so you should get
something. If you attach, and you do not see anything, chances are good that
no one is presently feeding Goddard. The availability of the AO40
transponder affects the number of operators who supply the server. If the
pass has no transponder availability, most operators will not even fire up
their gear. I try to feed any US pass, if I am at the home QTH. Like many,
my schedule gets a little rough and so coverage can be spotty.
Keep looking, and if you are interested, you can join the party and start
feeding Goddard yourself. All you need is, a good continuous Internet
connection, AO40Rcv (a soundcard demod program) and UDPtelm which takes the
output of AO40Rcv and sends it up the internet to Goddard. If you are
willing to commit a second rig to the telm gathering process, you just tune
that receiver to the beacon and let AO40Rcv take care of doppler correction
and the operation is unattended. You then use the other rig for QSOs......

However, while it appears to connect to garc9.gfsc.nasa.gov
(128.183.143.104 1024) I see nothing. If I just connect with
telnet 128.183.143.104 1024
I also see a connection but nothing else. Does the satellite need
to be in view of US for all this to work?
