I haven't worked out any numbers, but recent experience tells me that there
are a lot of Ao-40 operators that have pretty good rx systems. If you were
to use something like the JT44 mode for your experiments, I think you might
have some good success being received by a decent number of stations.
It's quite amazing how well JT44 will decode very weak signals, and the only
difficulty I can see with operation at 2401 would be getting accurate
doppler shift information for the ground stations, and accurately tuning the
receive end, since most downconvertors seem to have some kind of frequency
offset.
It would probably be a good idea for you to transmit on some fundamental
frequency, such as 2401.000, so that it might be possible for ground
stations to use some sort of frequency standard to calibrate their systems.
