Since he had the courtesy to ask I don't see why he shouldn't be accommodated
after all its currently a "use it or lose it" situation. A few months ago 
Amsat-UK acceded to a request for some UK 802.11 amateur DSSS in the 2.4G 
satellite band for just this reason (details of caveats we made are available 
if anyone's interested).
