I had that problem a few years ago. I made attenuators easily.
I noticed that the device started working when I removed the connector (but
not *all* the way out). So I got a fibre joint and a spare connector and
glued them together; gave an air gap of about half an inch to an inch. That
distance, rather than the usual mode of having the connector/fibre-end up
against the receiver, made a lot of difference. Worth a try: pull the plug
out part-way - or even all the way but point the "beam" into the receiver -
and see if it makes any difference; invest 30 seconds.
