Dave is 100% correct here.
Please note that the "technique" should be generalized as "Adjust the 
highest frequency of the transponder pair"...that is the only general 
statement that should be committed to memory.  I believe the most recent 
ARRL Satellite Handbook addresses this issue as such.  In Mode J (and Mode 
A, as well) that translates to "adjust RX".

FWIW I operate the Fuji birds quite frequently, mobile no less, and 
adhering to higher frequency adjust (RX in Mode J) is much less operator 
work...which of course is being multiplexed with driving!
