I'm not sure what your 'base' noise floor S meter reading is - many
downconverters have so much gain that there's several S-points without a
signal.

On gain alone, a 60cm dish will be about 6dB better. However the dish may
appear to be greater than 6dB better because, depending on the dish
illumination and the feed itself, less sidelobe noise is likely to be picked
up by the dish.
